The dwarfs get a couple inches above my knee. So I would guess in the 18 to 24 inch range. There is a really good Pygmy Farm website that is out of Washington state if you want to learn more. I am far from an expert, those people have been doing this since 1968 and pretty much exclusively pygmy's. I beleive they are also into mini horses.So you may want to start inquiring, looking around, and learning, so your prepared when your able to fulfill your dream.
