new to ad&d, need help with understanding stat scores

The 18/00 gave you +3 to hit and +7 to damage.

I dunno about 2e (or about Baldurs Gate), but in 1e, 18/00 is +3/+6

I think that I was quoting 2ed or just remembered wrong.
