If you quote that part from the SRD then we can examine it otherwise everything I'm going to tell you right now is based on my previous readings. The witch knows a certain number of spells, either identical or almost identical to how many a wizard knows. These spells, like a wizard, are kept in a magical vessel. The wizard uses a spellbook and the witch has her familiar. The witch learns spells at a rate of 2 per level and those spells are kept "within" the familiar. She prepares her spells by spending an hour in communion with her familiar and getting her spells for the day. Those spells are just part of the familiar as spells that particular familiar knows, just like how a wizard's individual spellbook only contains so many spells at a time. Having 2 spells per level only seems to come up when the witch is learning her spells. In addition the familiar may learn more (similar to how more spells can be added to a spellbook through scribing them in) via a ritual. That ritual is what I quoted earlier involving another familiar and interaction for an hour per spell level. That is the only reference to ritual and learning spells I can find. (Even though you didn't ask this time I'm going to mention it again.) In addition to her normal spells learned at a rate of 2/level, the witch's familiar also knows a number of spells from her patron. This is an area that is a little unclear but they seem to be bonus and on top of the 2/level that the witch gains. They are stored in the familiar as any other spells the witch knows are. So.. Level 1 witch knows (all 0s) 2 first level spells. At level 2 she gains 2 more. She stores all these spells in her familiar which contains the spells. She doesn't cast the spells on the familiar she essentially scribes the essence into the fox the same way the wizard puts the spell into his spellbook. If she comes in contact with another witch then her fox may attempt to learn spells from the other witch's fox through a process involving hours which (as far as I understand) is a ritual to learn more spells. If this never happens the witch's fox will only ever know: 2 spells per level + all 0s + "patron spells". It might help to explain which part you know and which part stumps you. I used to have issue with ToB's stances vs actions but my roommate at the time helped me figure it out. Something like that might work here. I don't know but we are several posts in and I don't know what is confusing you outside the basic terminology.
