I'm looking for a cost effective way to have suitable minis to run this adventure. Any thoughts?

Effective? Nope. A beneficial side effect of being a
Miniatures Addict is that you already HAVE a modest portions of minis a published adventure may call for. But amassing such a collection is hardly cost effective.
IF you feel that to use a monster you
must have the mini, just change the
monster to a mini you have.
Minis are a lot pricier than they used to be. Metal minis are pretty painfully priced, though I hear reaper is dialing back prices a little. IMHO Careful trading and buying with people in person at the FLGS is the best way for plastic minis. Some online stores still have ok prices, but you. have. to. shop. around.
Bigger critters can often be found as toys and action figures.
If flat counters work for you, FireyDragon makes some nice ones.
If you want sheets of counters made from video game critters, stop by
the thread in my signature.
Heck, if you get the list, I might copy and paste a few counter sheets together if anyone wants them.
