Non-D20 generic/universal RPGs with freeform power system

I'm not sure this is the right place for this topic since there is no prefix for "Non-D20" topics. Does anyone know any non-D20 generic/universal RPGs with freeform power system? There are very few I can think of and most are either old, out of print and/or the company is dead like the Omni System (which we have not heard anything from them).

What do you mean by "freeform"? That you build your own power on the fly?

"Universal" system is usually associated with GURPS. Fudge and its FATE variant is also "universal" in this sense. I'm more of a fan of the latter than the former.

If by "freeform" you mean "Like Mage" and by "universal" you mean "no specific setting or genre", then Fudge, GURPS, The Window, Risus, BESM, Core Elements, and a large-ish selection of free game systems provide what you want with varying degrees of crunch.

If by "freeform" you mean "like Mage" and by "universal" you mean "like Mage" (or, rather, not really universal at all), you probably want to take a look at Ars Magica.
