Would the spell nondetection prevent the spells commune and contact other plane from providing information about the affected creature? Specifically, could the creature’s location be effectively concealed?

No.

Nondection prevents any divination against them. Commune and contact other plane are requesting information from another sorce. If this bothers you, you could make a caster check using the caster level of the god or higher power involved. Gods should succeed automatically, and other high powers shouldn't have much of a problem.

Specifically, could the creature’s location be effectively concealed? Like preventing some one from comming back from the dead, this isn't really possible. You can make it so annoying that almost no one would try though.

Mindblank to prevent scrying. Then you keep moving, so any person who was told by their god "he is 23 miles north of you" would be looking in wrong place when they get there. Also, you disguise yourself so they can't have spies following you. There aren't many ways to get around that, but there are a few.
 


But they don't target the individual being divined. God is more powerful than the character. Your nondection can not reach out, check every divine communication and attempt to stop certain ones.
