Powers with this notation always have the "Weapon" keyword, which means you use them with a weapon of some kind. Usually they're Melee attack powers like say the fighter's Cleave power. So 1[W] means you roll 1 weapon die. If you were using a long sword (1d8 weapon die) then using Cleave you would roll 1d8 for damage when you hit. With Brute Strike (a 3[W] power) you would roll 3d8. Many at-will powers get better at high levels, so Cleave is a 2[W] power at 21st level. This is because you never replace your at-will powers, there are no "higher level" versions (you probably won't use them a ton at high level but you still have the same ones).</p></blockquote><p></p>
