Novice powers really at-wills?

In the main boxed set there are some origins that have Novice powers that say they are Encounter powers but they're colored green like At-Will powers. Lots of talk I read on forums said that was because they were unbalanced as At-Wills. And even though treating them as Encounters could leave some characters without any At-Wills, the whole point of Gamma World is the randomness that some characters can be incredible and others terrible.

On the other hand all of the Novice powers in the Famine in Far-Go boxed set (and the two Novice powers that were previewed from Legion of Gold)are At-Wills and some of them are quite powerful.

Even though Gamma World does have a random element to it and isn't as rigorously balanced as 4E, I think the designers would have considered the D&D 4E mindset of having everyone be useful when they made Gamma World. And with fun being the primary purpose for a game, I suspect that those Encounter Novice powers had a typo and should have been At-Wills.

But what do you think? Might I be right? Or was the typo in the powerful Novice powers in FiF-G and they should really be Encounters instead of At-Wills? Or has everything been released exactly as the developers intended and there really is that Gamma World luck of the draw dynamic?

Don't be afraid to chime in. Obviously all of this is pure speculation so there are no right answers! (But there still could be some stupid questions.)
