I have a question regarding NPC equipment rules. If I create an NPC artificer, using all available item creation feats, including Extraordinary Artisan, do I equip the NPC as if he had created all the items he possesses, or do I give him equipment based upon market price? I really hope this question makes sense. Thanks.

The same question could be asked about wizards with item creation feats.

Every NPC of level X normally has the same equipment value. A chain shirt +1 is worth the same thing, when equipping a NPC, even if NPC A is a fighter and NPC 2 is a Wizard with the Craft Weapons and Armor Item creation feat.

The correct answer is "partly": the NPC should pay a reduced price for those items he's created. He has paid for them in Feat selections.

DMG ch. 2, "Handcrafted NPC":
When selecting gear for a spellcaster, count magic items that she can make herself as 70% expensive as normal. This rule effectively treats the XP cost as an extra gold piece cost. If the item is charged, then count it as half normal value (a net 35%) and determine charges left randomly.
