Nuances of effigies

The "Effigy" template is described in Complete Arcane. The template description refers to special attacks of the base creature thus:

Special Attacks: An effigy loses all supernatural special attacks, spell-like abilities, and extraordinary special attacks for which a target’s saving throw is based on the effigy’s Constitution (since the creature no longer has a Con score). It retains any extraordinary special attacks that do not allow a saving throw (such as rake, rend, or constrict) or any for which the target’s saving throw is based on the creature’s Strength (such as trample) or Dexterity (such as a howler’s quills).

The cloaker has an extraordinary special attack (called Moan) which allows a Charisma-based save. Would a cloaker effigy retain this attack or lose it?

A more general question: do effigies lose special attacks which allow saves not based on either Str, Dex or Con?

Does an Effigy lose its Cha score?

The reason given for losing the Con-based attack is "because the creature no longer has a Con score".

If the Effigy no longer has a Cha score, I'd rule that it loses it by the same logic. If it retains its Cha, I'd rule it retains the attack, again by the same logic.

Well, it doesn't lose it's Cha score; it's just reduced to 1. :(

Keeping the attack may be a moot point if the save DCs have an automatic -5 penalty. On the other hand, the fact that it has a score means that the score could be augmented...
