O.G.R.E. ratios

Hi all. I recently purchased the O.G.R.E pocket edition reprint, and I don't quite understand how to round off the ratios "in favor of the defender." If any O.G.R.E. fans could clarify this for me, I'd appreciate it.

If you end up with a ratio like 7-2 = 3½-1, you'd round it down to 3-1, as 3-1 is better for the defender than 4-1.

I didn't not know they did this in the pocket format still. Just ordered it. Too bad they don't have GEV still.
