If Double Attack is a basic attack (which seems unlikely), then yes, it can.

Anyone, PC's or monsters, can only make melee basic attacks as opportunity attacks - unless some abilities says otherwise, of course.
Monster's melee basic attacks are marked with an encircled swords. I haven't found the Blue Slime in the MM, but all the monster's I've seen that have double attack don't have it as a basic attack, and can't use it as an OA - I doubt the blue slime can double attack as an OA.
Usually slams are basic attacks, so you can use a slam (usually, but look for the circled sword icon!) to make OA's.
Reading the "Monsters A-Z" section in your MM pages 4-7 explains stuff like this, and recharges and other mechanics, you should take a look.
