I would be more in the right to strip him of his power if he held back from potentially accomplishing his goal.  I don't know how to make it more clear to you that the desired goal is something that can give consequences to his character without bogging down the campaign. Like... I don't know what more to tell you. This IS a topic about having an issue with Oath of Vengeance paladins. I mean that IS the title. I have no idea what you're looking for. You want me to just say "Oh yeah you guys are so smart. I can't believe I never thought to tell the player he can't role play like that because I don't like it" ...
