When people ask these questions, I prefer to just do a brainstorm dump. Hope you don't mind a lot of possibilites. 1) What would the killers motive(s) be? Do you just want one killer or have this be a dark cabal? The symbolic importance of killing along the path of the tarot, would indicate a desire for spiritual or magical power. If each person with a tarot tattoo also had a special ability, the killer might be stealing these supernatural gifts. Now that would be fun. Assigning abilities to each of the tarot... 2) Should any of the people be related or have a common factor? How about a list of common factors:

Shared Culture: All of the victims are members of a travelling circus. This would explain the tattoo.
Shared Physical Characteristic: All of the victims have red hair and brown eyes. This will leave the players looking for people with red hair and brown eyes, and lets you drop a bunch of red herrings.
Shared temporal characteristic: All of the victims were born on the same day. The killer started on their 23 birthday, and must kill them all by their 24th birthday.
3) Who (or what) should the killer be? Again are you sure you just want one killer? I love the advanced hags from Ravenloft, but the connection to dark witchcraft and the tarot might be too obvious. I think it would be best to use a generally nonfantastic antagonist. A plain human lusting for power, might be the best bet. A twist that the murder needs the tarot gifts to save his country/family/beloved would be nice too.
