Off-hand punching

I'm going to create a Longsword-but-not-with-a-shield-so-I-get-a-free-hand-in-combat character and I wondered if the off-hand weapon rules applied to off-hand punches.

Yes, and a punch is considered a light weapon. From the SRD: Two-Weapon Fighting,

• If your off-hand weapon is light, the penalties are reduced by 2 each. (An unarmed strike is always considered light.)

Also, I know there's no link with the first question, but is there any point at all in taking a set of explorer's outfit instead of, say, cold weather outfits?

Cold Weather Outfit gives a save bonus against exposure. So no...rules-wise, cold weather outfit is actually better. And travelers outfit does the same as explorers for cheaper.

Cold Weather Outfit
A cold weather outfit includes a wool coat, linen shirt, wool cap, heavy cloak, thick pants or skirt, and boots. This outfit grants a +5 circumstance bonus on Fortitude saving throws against exposure to cold weather.

You might find the Einhander Feat from PH2 interesting to look at.

I believe so. And if I remember correctly, it would also prevent unarmed strikes with the free hand while using some of the feat's maneuvers.
