Our philosophy was to avoid putting in anything from a source less than a year old, to make sure the original publisher gets as much for their work as they can. Legally, there's nothing that can stop anyone from publishing OGC, but it is definitely a courtesy to the publisher to consider the impact on their income first. Most are pretty good about it. Just send them an email and ask if it's okay to use their OGC, and how you should reference them in your text. I'd even go so far as to offer a paragraph in your introduction to encourage people to use their products.
