Publishers don't have a right to withhold OGC. We'd be voluntarily restricting on the OGC we take, and we can reserve the right to rescind or amend that policy. If we extract OGC from a source we ordinarily wouldn't, it's within our rights to do so (but that would have to be exercised very cautiously.
