rpgnow has a lot of stock art types of products just search for stock art to get things started. IRC not all of them are OGL perse but have generous reuse licenses.

I don't think the OGL is really designed with artwork in mind. I would imagine that the Creative Commons licenses would be used more frequently for such stuff.

yeah the OGL isn't one I'd use for art either but some have used. It would work best for art that was already apart of an OGL publication. Otherwise going CC is probably the best route.
