Thus far they have shown up in Princes of the Apocalypse in Yartar and they showed up in Storm Kings Thunder. The Forgotten Realms wiki suggest they are an information net work. Maybe they are the informants playing both sides (dragons vs. giants) with a hope to lead to both being weaken.</p></blockquote><p></p>
