Leather armor doesn't even count towards encumbrance. But, if I'm casting spells and holding a weapon, it has to be either a wand or a staff, not a dagger. So because there are no rules for what weapons you can use, are cleric is using a sword but he has to have one hand free to hold his holy symbol in order to the cast spells. Elves aren't in our campaign as PCs but I believe they just need one free hand to cast spells. I'm not home so I can't look at page numbers.
