I'll have to agree, an annoying NPC can be one of the funnest aspects of the game, as long as it's run as more comic relief than anything else. The DM didn't run Goebbels like this. Goebbels was annoying, not in the silly way that some people call kender and gully dwarves annoying, but plain irritating. Openly insulting the group, making decisions that defied our morals (like killing the guards that we had interrogated. Sorry Goebbels, that's just not our cup of tea!) and just being a plain bastard. I've never hated an NPC before in my entire life, but Goebbels is just so plain annoying and useless that he deserves to be hated. Oh, and I also figured out the meaning for Goebbels. He's, in addition to being the DM's pet, his railroading tool. When our characters are straying off their path, Goebbels will be there to "suggest" what to do next. But, of course, Ragnar won't listen to the annoying squirrel. If I can manipulate the rest of the group into not doing anything that Goebbels suggests, we should be able to tick off the DM. And the DM feels quite strongly about making this a long-term campaign, so he wouldn't kill our characters just because we don't like his pet NPC. And if he does, he's just lost a campaign because he wouldn't believe the players on the umpteenth time they shouted "We're gonna kill Goebbels!" :D
