I think the designers assume a 1st or 2nd level party would have access to a cantrip or two that could hurt them while the rest of the party holds them off.</p><p></p><p>Personally, if i were to design lycanthropes for 5e, rather than their limited damage immunity, I'd have made them resistant to ALL damage from non-silvered sources (except maybe radiant) and give them regeneration that can only be prevented with silver weapons or radiant damage. If you drop them to 0 hp they are incapacitated for a bit (maybe an hour or more) but you simply should not be able to kill them...were-creatures should be relentless and nearly indestructible without the right tools...that's what makes them fun and frightening.
