The delay in celebrating the affair is due to concerns over the weather and as a matter of tradition/heritage. I understand that in HM's realm of Great Britain the celebrations take place sometime in June.The date's association with HM Queen Victoria stems from the fact she was the reigning monarch at the time of the confederation of the first four provinces in the Dominion, and the 24th of May was her birthdate.
