Roy's sword is undead bane, and vampires don't have a lot of hit points be 3e standards. Average attack damage by the sword is probably in the nature of 25 damage per blow. He's worried Xykon with it before, and Xykon as an epic lich has more hit points. Roy's tactical ability is not to be underestimated. But neither is the goddess Hel. She's obviously set this up. Hel's still smiling. She wanted Roy in the gallery and knew what he'd do. My suspicion is that she knows that Roy's attack is going to precipitate a war amongst the gods, and that this is also part of her plan. There are several clerics here that might intervene in ways that don't violate the terms of the treaty. Roy could receive buffs, which wouldn't violate the letter of the law. There is also one cleric here that might recognize Durkon, divine the fact that Durkon is possessed, and intervene to eject whatever is possessing him - which probably isn't a violation of the letter of the treaty either. All the gods are also watching. You've got a whole room full of beings with 30 WIS and 30 INT, including Loki. In short, the room is filled with master tacticians. And that's not even counting the fact that the three arch-fiends could invoke their time sharing agreement. But either twisting of the spirit of the treaty could trigger the faction supporting the "Yes" vote to intervene as well, and that would get nasty in a hurry. Moreover, she may be counting on this triggering a war between the Northern pantheon and the other pantheons, which is particularly likely if it is one of the elves that casts buffs. Hel is possibly maneuvering to be not only Queen of the Northern pantheon in the new world, but of the whole world. After all, Hel's real motives would consider remaking a living world to be 'Plan B'. Hel's ideal outcome is a dead and lifeless world and her as sole ruler for eternity. The real question is does the real Durkon himself have an ace up his sleeve (See OotS #963). I think he was trying to set up something subtle, some way that the priest of Hel would make a mistake, some oversight that he would make in the plan. Maybe I'm crediting Rich with too much, but he's certainly done that sort of thing in the past. UPDATE: Belkar's cloak if placed on Durkon would be a win button. (See OotS #969) A less immediate win is removing the spell that protects Durkon from sunlight. Durkon has also killed the head of the order hosting the event, so there is one group of clerics here that definitely considers the truce violated.
