The fact that he's new is kind-of the whole point of the gods' plan. It requires several pantheons' distinct powers combined to defeat the Snarl, and ever since one of the pantheons got wiped out they haven't had the resources to do so - until the Dark One showed up, with the potential to add something new to the mix.
