Eh, strictly speaking any evil group capable of casting Plane Shift should be able to wipe the floor with petitioners and lantern archons. At least as presented in the Manual of the Planes (IIRC)

If you read one of the pieces of boxed text it mentions that characters of level ten or higher may not loose their class levels as petitioners. While I don't know about the mother, I do believe both Roy and his grandfather are over tenth level thus could keep their class levels.
