High charisma just means a strong personality. The type of person that stands out in a crowd, is well remembered, etc... It can mean a social butterfly. It can also mean the most annoying, obnoxious, or frightening individual you know, whom you have an extremely high dislike towards.

Punch someone, no, but get fed up with someone he cares about being in imminent danger and power attack for a lot and send them flying to end the threat, yes.
