We weren't sure how long, it was kind of lost knowledge, and the only time we used one the entire campaign was 2 rounds after my PC died. That might be another way to go. Remove the spells entirely and have items such as that to take the place. Mind you, the Fenix downs were extremely rare, and an almost forgotten form of magic. We had an 8 month weekly game, from levels 1-15. We found...two. The entire campaign. And it's quite possible the DM just slipped the second one in out of sympathy after we used up the first.
