You'd be able to get more than that by taking fighter levels and getting the <a href="http://dndtools.eu/feats/players-handbook-ii--80/melee-weapon-mastery--1917/" target="_blank">Melee Weapon Mastery</a> feat. Mathematically, tempest will not work for you like you want it to here. The return on the investment of feats and levels is not worthwhile.</p></blockquote><p></p>
