I'm sorry if you've already thought of this, but...

When was the last time you rebooted your computer? Often times this problem is a result of running programs which don't properly exit over a period of time. Imagine the resources of your computer being like the pencils in a teachers pencil cup. Students borrow and use the pencils, with the hope that they'll return them when they're done -- unfortunately, not all students return the pencils. Invariably, the teacher has to refill the pencil cup after a while. Computer resourses are the exact same way; except you refill the cup by rebooting.

Another possibility is that you're running a tonne of (usually unneeded) programs on your computer and may not know it. On windows 9x you can check this by hitting hitting control-alt-delete and looking at the list of programs which are running. I'd go in to more detail about how to remove any programs that you don't want, but I've gotta run. There are a good number of resources on the web...
