The FATE system which powers Spirit of the Century is 100% Open, and an SRD is available.

Phil Reed's Ronin Arts has released the vs Monsters System as an SRD.

Phil Reed also did a free SRD inspired by the old Marvel Superheroes game. It was released as a free PDF by Seraphim Guard and is available at RPGNOW.

Last but not least, we here at Adamant Entertainment are currently working on the Odyssey System, a fast, stripped-down version of d20, and we've got a thread here on ENWorld talking about it.

Well, there are also the obvious...

Mutants & Masterminds uses OGL and has Superlink for licensing
True20 uses OGL and will be going free-licensing in May
RuneQuest is OGL

I had thought that too, but it seems the Product Identity designation (found at the bottom) is:

For purposes of this license, the following things are considered to be Product Identity in addition to anything covered in section 1, above:

The bolded part refers to:

OGL said:
“Product Identity” means product and product line names, logos and identifying marks including trade dress; artifacts; creatures characters; stories, storylines, plots, thematic elements, dialogue, incidents, language, artwork, symbols, designs, depictions, likenesses, formats, poses, concepts, themes and graphic, photographic and other visual or audio representations; names and descriptions of characters, spells, enchantments, personalities, teams, personas, likenesses and special abilities; places, locations, environments, creatures, equipment, magical or supernatural abilities or effects, logos, symbols, or graphic designs; and any other trademark or registered trademark clearly identified as Product identity by the owner of the Product Identity, and which specifically excludes the Open Game Content;

Which, according to the license, would mean that any supplement you write couldn't refer to the stunt names in the core rules, their descriptions, equipment names/descriptions, I take it aspects, and probably a lot more.

It's basically a "anything that can be declared PI, is PI" designation, which typically makes the open content useless since all that's left behind are some numbers and whatever open content was used from previous sources.

Except there's an official SRD now, which includes almost everything from the rules and is entirely OGC. As I understand it the Evil Hat guys had this pointed out to them after the book was released and have stated that it was never their intention to lock down the game.

The only thing that's PI about Spirit of the Century is the trademark "Spirit of the Century." The FATE mechanics and even the name FATE for the rules is all open, and this has been confirmed by Fred Hicks on numerous occasions.

Thanks folks. That's good to hear. I was just going by what was written in the books and on the SRD.

I do think, though, that if a publisher were going to do something with SotC open content, they should get a written verification of that since, legally, they're liable for what's down there in ink.
