common skills are easy to learn ( and therefore cost less ) while uncommon skills cost more;
that's it!

The problems with that are twofold. The first is that the skills as they stand are generic enough and wide enough that it's hard to see a justification for saying that they're particularly rare in any given region. More importantly, though, PCs are inherently exceptional individuals (hence the recent removal of things like recommended alignments, the shift to floating ASIs, and so on) - as exceptional individuals it's likely they'd have one or more uncommon skills anyway.
