Palidin Cross Class??

Most PrCs will specifically mention if they allow you to multiclass and still level up. Personally I find the idea of restricted multiclassing to be lame and contrived and every game I've played has ignored it. It exists only because of some playtesters who felt there should be some sort of penalty for leaving the "path of the Monk" or the Paladin.

It's similar here. The "may not advance any further" for mulitclassed Palys and monks was seen to be a "don't loose your devotion" statement. Which also begs the Q about why clerics and maybe druids don't have this rule as well.

I prefer to allow the multiclassing with the usual alignment restrictions and the need to keep following a path that based on the paly or monk.

They're right. Taking up paladinhood is not a job you simply apply. That's what food food service is for. :p

It's not so different from, say, clerics, and they can multiclass the heck ouf of themselves.

Seeing that there's already many exceptions, I think it should be generally dropped. There's lots of situations where multiclassing makes perfect sense.

Cleric is a generic class to cover servants of all religions, philosophical beliefs, and churches, both good, neutral, and bad.

Paladin is a champion for good. If you want a generic "paladin" class, then change the name to generic divine champion or paragon. Paladin would simply be a title.

To be precise, it's a generic class to cover servants of all religions, beliefs and churches who have demonstrated the faith and devotion to be trusted with world-shaking powers. Like, you know, blasting undead, resurrecting people, and stuff.
