Paragon path powers

From what I can see, it does not appear you can retrain the encounter/daily/utility powers you get from your Paragon path. This is pretty clear in the retraining section.

I'd have to assume these powers cannot be replaced when you hit the "replace a power" levels either right? And essentially this means you end up with 3 Class encounter and daily powers and 1 Paragon path encounter and daily power, in the end?

Actually, -technically- you can retrain your Paragon Path powers.

For example, let's say you have the Doomsayer Paragon Path.

You have at level 11, the Fates Entwined power, and you want to change it.

Your choices for retraining are (pulled from the Doomsayer list)

Fates Entwined.

The reality is that you only have one choice per level for most Paragon Paths, so you can't realisticly retrain them, however had you taken a Multi-class Paragon Path, retraining is very much allowable, as you have more than a singular option.

Incorrect. Page 28, PHB states, "You can’t replace a power that’s a class feature (such as a cleric’s healing word or a warlock’s eldritch blast) or a power gained from a paragon path or epic destiny."

Since your multi-class is your Paragon Path, by RAW, you can not retrain them, even if there are other options.

Paragon Multiclassing: If you have the Novice Power, Acolyte Power, and Adept Power feats for a class, you can choose to continue to gain powers from that class rather than take a paragon path.

Paragon Multiclassing is not a Paragon Path; it is something you take instead of a Paragon Path.

In place of the paragon path encounter power gained at 11th level, you can select any encounter power of 7th level or lower from your second class.

Is the encounter power of 7th level or lower from your second class a power gained from a paragon path? No, it's a power you selected instead of gaining a power from a paragon path.

You've deliberately avoided gaining a power from a paragon path, so restrictions on powers gained from paragon paths are something that doesn't concern you.

Huh. My bad, I thought it specifically delineated that option as counting as your paragon path. Maybe I should learn to read fully before responding. :) That makes it a little bit more of an attractive option.

Here's a follow-up question then. Do the powers you get at 11th, 12th, and 20th have to meet the requirements listed on p. 209? You have to retrain them according to those rules, right? They can't be from your primary class, and can't be higher level?

Well, for retraining, they'd have to meet the rules on p28:

Power: You can replace a power with another power of the same type (at-will attack power, encounter attack power, daily attack power, or utility power), of the same level or lower, and from the same class - a 5th-level attack power for another 5th-level attack power, for example, or a 22nd-level utility power for a different 22nd-level utility power.
