The goal of the monsters should be to take out Leaders, Strikers, and Controllers. Typically in this order, but possibly in other orders, situation depending. The monsters should try to gang up on individual PCs just like PCs should try to gang up on individual monsters, but not individual PCs that look like they are the most heavily armored. And this is not specialized knowledge. Most foes should know to not provoke Opportunity Attacks, regardless of whether they know about Combat Superiority. So, shifting away from a Fighter or a Paladin or a Swordmage should be a fairly standard tactic for monsters.
