Did these get cut along the way? I'm not seeing the rules in the document. Could be I'm overlooking them. Trying to brush up on things before I hit the gaming table tonight.

Yep. The overwhelming feedback was that nobody used them. Ever. And so I cut 'em! Luck works in a very similar way, though - it's just individual rather than party-based.

Would Technobabble work better as a career/race special ability? I agree that it saw little use, but maybe if it was a unique option for someone they might use it more?

I like the idea, just not sure how to keep it.
