Pass without Trace and difficult movement

My lucky ranger just got a pair of boots that grant him a continual pass without trace effect. If he walks over a surface like snow does he move at his normal rate or is his movement slowed down as though he was wearing normal boots (although his tracks never show)?

The passwithout trace effect has nothing to do with movement rate. So you move are per normal penalties for movement across the terrain type and simply don't leave tracks.

(that's my take on it anyway).
 

To use an item that exists in FR: The Boots of the Winterlands. They let you travel on ice/snow, without leaving tracks, and also allow you to move at full movement speed in either case. It sounds like your boots would duplicate the first part of the effect, but in any terrain. However, not leaving tracks as a magical is completely unrelated to movement speed (because you can move at half-speed to leave less tracks). It seems to me that what you are wanting is for the boots to have "Freedom of Movement" in addition to "Pass without Trace". Those would be some very nice boots indeed. Hmmm...

You might be thinking of the woodland stride ability... which lets you move across natural terrian without penalty.

Although technically I don't think it works for snow...which is bs in my opinion:)
