The class does not give you the Dragonblood subtype nor does it provide you with an equivilent of the draconic heritage feat. By strict reading of the rules it wouldn't appear so. A Dragon Shaman is tapping the power of dragons and doesn't necessarily have it inborn in them or any acual ancestral connection to a dragon.
It is such a grey area though that I wouldn't say it would be worth fighting over.
