Well, you could use the situation to entertain yourself. This seems like a good opportunity to create new but useless magic items. Or litter the treasure with crap like wands of cure minor wounds and potions of read magic. For example: Jimmy's Fruit Loaf(ers). This footwear must be worn in order to operate and they create mashed fruit of the wear's choice...in the loafers. Yes, your feet funkify the fruit mash. Franky's Kite of Frying. This magical kite draws lightning down from storm clouds to cook your food for you. Don't even bother to calculate the xp cost or gold value, just ball park it. No need to go through that effort since they are going to sell it or look at you funny. Of course you could go the cursed item route as previously mentioned. As for managing his own town, let him. The kicker is that it takes time to manage that city so he will eventually end up being like a netrunner in cyberpunk. He'll be essentially doing his own adventure while the rest of the party is off dungeon delving. If he likes this, well, this probably sucks for you. But hopefully he'll get the point and forget the town or appoint some henchmen to do the business. Then of course you can have his henchmen steal from him. Heh.
