There's a 3.0 version in Oriental Adventures, where it is a template. There should be notes for a 3.5 version in Dragon #318.

I believe it was in the 3.0 Oriental Adventures. Not sure if it resurfaced after that.

There are stats in the 3.0 Oriental Adventures for a template IIRC.

Not sure if its ever been updated to 3.5 though there was one used in Dungeon in issue 117.

Reg: Pe'nangglan

Nasty monster I believe this was last seen in an issue of dungeon involving the Eye of Myrkul namely preyed on an order of astrologers based near the Mere of Dead Men.
Charmed my Paladin where the dm ran it with the rule that Paladin's had to declare they had their protection from evil up and running even though I'm willing to bet if he ever ran a paladin he's argue against that little house rule...
(PS: And when he did he persuaded the dm to let him use 1st edition rules for starting money for his character...and nobody elses even though it was supposed to be a 3.0 game.)
