It's hardly uncommon to have someone with psychic powers be masters of their own power.And regardless of pop culture, DnD has a long history of psionics (the masters of which have long been called mind mages) who are just as in control as any wizard.EDIT: as for why you couldnt just do a psionic master with existing options, the answer is the same as it is for the wild talent. You can, but it won't be as satisfying, and the mechanics are spread out over several classes, and you'll be stuck with class features that don't make sense for the concept.
