Think of it as the PC will automatically notice anything equal or less than DC 15. If the player says they are actively using Perception then have them roll and add their modifier (from your example I assume it's +5). This means they will roll between 6 and 25. While this may seem strange that they could roll less than their passive check, if it's for something they would have notice anyway, then you wouldn't have asked them to roll in the first place.</blockquote>
