Permanent Image and Summon Monster Qs

1. Does a permanent image move along if the caster moves? The text states that the caster can move it within the range by concentrating, but it doesn't state if the range extends from the caster or from the spot where the spell was cast.

2. When exactly does a caster have to declare what kind of a creature he is summoning with summon monster and where - when the casting starts, or when it's completed?

1. It says:
Effect: Figment that cannot extend beyond a 20-ft. cube + one 10-ft. cube/level (S)
Seems to me that you specify a (shapeable) area when you cast the spell and the image is confined to that area. I see nothing about the area moving along with the caster. The image only moves when you will it and stays still otherwise.
 

What Len said. You specify an area of effect within which the spell will function (and the area of effect can be up to 400 ft. + 40 ft./lvl away from you at the time of casting). After the spell is cast, you can move the image within that area of effect when you concentrate. If you do not concentrate, it stays where it is.
