How is this different from the Personal Artifacts I already own?

Excellent question. My best response would be "quite a bit". I recognize the negative connotation of "double dipping", so I wanted to make sure I avoided that as much as possible and provided something completely fresh.

There were 2 previous releases of Personal Artifacts (same bad version).

OLD
Version I: Written by me and published by Phil Reed's Ronin Arts (my very first book). Ronin Arts handled all the layout and conversion to PDF. It came as portrait only, but was beautiful to look at. The writing, however, leaved much to be desired. We mutually agreed to pull it from the shelves long ago.

Version II: Exact Same book, but no images -- just boring old text. This was sold as a "Fight Leukemia edition" under The Le Games, where all proceeds were donated to the The Leukemia & Lymphoma Society. This was also pulled from the shelves quite a while ago (special thanks to everyone who supported the cause!).

That book was written to 3.0 specs, and written very badly (it was my first book, after all).

NEW
The current just-released version, is a complete rewrite of the artifacts. It has been completely rewritten to be 3.5e compliant, but it's not just a "patch". Every artifact in this book went through a rewrite, some minor, but many major (no pun intended). The items now work closer to how I envisioned them -- scaling up when you get to higher levels, allowing you to hand them out to lower level players. Some had to be scaled down from their original power levels I am afraid, while some were beefed up.

The artifacts have been renamed to be in line with current artifact naming conventions. For example, "Bow of Splitting" has been renamed to "Dual Tap", and "Sword of Bleeding" has been renamed to "Onsan Musho" (a reviewer pegged me on that a few years ago). A common name was added, much like what was done to Synergy Artifacts, and the writing is a lot more flavorful this time around (another complaint I received from a previous reviewer).

Since I was producing and publishing it this time around, I hired artist Herb McGihon to provide a number custom images throughout the book (he rocks); and this product now comes as landscape, portrait, and rich-text-format versions -- all in the same zip file!

The "History", "How to Destroy", and "Where to Find" went through the same process, but overall those changes were mostly "refined" rather than "rewrites".

Note that a special coupon was sent to all previous The Le Games customers, allowing them to purchase this book for $2.95 (25% off), which I hope made the book even more attractive.

This is the final version of the book. It will not be updated again, nor do I have current plans to update it for 4e (separate press release coming soon, describing The Le Game's 4e plans -- it'll be a good one!).

Just a note from reading the free preview, there are a lot of issues as highlighted from one paragraph below:

This +1 sword has
ancient rune words in scripted on
both sides of the blade. The runes
words light up on command able to
provide illumination for up to 20
feet. Upon a successful hit with this
sword, the target will begin to bleed
profusely taking 1d4 damage at the
end of each round. Each additional
successful will cause the wound to
enlarge, therefore stacking the
bleeding damage.

Cleaned is as follows:

This +1 sword has 'Rune Words' scribed
onto both sides of the blade. These
'Rune Words' light up upon command,
they provide 20' radius of Illumination.
On a successful hit the target will begin
to bleed profusely, taking 1d4 damage at
the end of each round (DC 5+ attackers
Level First Aid Check to remove the effect
or any spell that heals Hit Point damage).
Each additional successful hit will add an
additional d4 of damage.
