I had a previous campaign taht was mainly water (Using the sefarer's handbook) with a few islands, most of them covered by large cities. This is after some big disaster that covered the world in water, so societies, after building these large cities, are just starting to colonize. However, Sahuigan pirates and the currently undiscovered undead islands ruled by an evil lich lord are planning horrible stuff for these civilized lands. If you're going for a more general fantasy setting, just with pirates, it'd depend on if the characters are the pirates or not. If they aren't the pirates, I'd suggest having the characters have the generic "save the oppressed city from the pirates who come every so often and take stuff." After they do this you can reveal a plot that has to do with the pirates more sinister than the characters ever suspected :uhoh:. If they are the pirates, I'd suggest either the characters having to deal with a new city guard that the king has erected specifically to take care of pirates, or the characters having to attack and steal some expensive item (the jade monkey works fine), but during this they realize that the object they're stealing is or is part of a powerful artifact/ritual/scheme, and that the person that sent them on this mission is more than a rich collector/merchant/whatever. If you can tell, I like the plots that have complex intrigue that just gets worse and worse as the characters get more and moreinvolved into it. Anyhoo, if you're doing a sea campaign, I'd suggest picking up a copy of legends and lairs' seafarer's handbook.
