Planar Ally to summon from Alternate Prime?

Could you use the Planar Ally spell to call someone from an alternate material plane?

A cleric, transported from his home world to another prime material, uses Planar Ally to call a friend of his to perform a task (as per the spell).

In the SRD, the Effect of Planar Ally is listed as "Up to 16 HD worth of elementals or outsiders." Most Prime Material natives are neither elementals or outsiders; they have their own creature type, like 'humanoid' or 'aberration' or whatever. So unless your friend is of a Planetouched race (Aasimar, Tiefling, or Genasi), or is a 20th level monk, you're probably out of luck.
