Plane Shaper - Idea for a new epic PrC

So I'm working on my cosmology, and I had the thought of making one of the deities on my campaign a sort of plane creator. In the campaign setting I'm creating, all the deities were once mortals, so a bunch of their power comes from the "normal" sources, and the divine stuff augments it.

I was thinking about basing it off the Planeshifter class in Manual of the Planes, but probably having that as a prereq (something like "Must have reached level 10 in the Planeshifter PrC"). I want this to be someone who is well beyond 30-40th level, probably in the CL 45-50 range to start off.

They would be the sculptors who keep the planes as they are, creating new planes and destroying those that become so unstable as to threaten other planes' very existence. Obviously, there won't be many of these (considering the tough requirements and extremely high level), so I don't think that will be an issue here.

Any ideas on where to start for other abilities? Should this be a 5 or 10 level class?

As an Epic PrC, it needs to be open-ended.

A class focues on manipulating the very planes themselves sounds like it's based in magic, so it should probably have a decent caster level progression.

Requires very little that's properly physical; perhaps therefore a low HD - like the Wizards.

As for abilities.... Gate makes sense, as does Plane Shift, Shadow Walk, Ethereal Jaunt, and basically every other spell that has anything to do with the planes.

Perhaps the character's practice manipulating planar boundaries drops the level of any such spell by 1 per ten class levels. Perhaps the character's practice manipulating planar boundaries increases the reality of any spell or ability that draws on another plane - so it continues to progress a cleric's Turning/Rebuking (channelling Postive/Negative energy from the appropriet plane) or makes a Sorcerer or Wizard (or Bard's) Shadow spells 10% more real for every 10 class levels. Perhaps 1/month per 10 class levels they gain the ability to make or destroy an entire sizeable plane, tossing any current occupants into the astral. Perhaps 1/day per 10 class levels they gain the ability to make a demiplane. Perhaps 1/day per 3 class levels they can use the travel aspect of Gate for free.

Just brainstorming.
 

Yarrr! Abilities only granted at every 10 levels be too slow, says I. The SRD Epic Classes o' Prestige get new abilities every 5th level, at worst- Check the Agent Retriever, Epic Infiltrator, an' Perfect Wight fer examples o' me statement in action.

There be the 9th-level spell and psionic power Genesis, which lets the caster create a demiplane whole-cloth from the Silver Sea o' the Astral itself. A character in the 45th-level area can use this many times each day, me hearties- keep that fact in yer skulls as ye contemplate what a prestige class based on the idea o' makin' planes could do. Sartainly, the Plane Shaper needs t' have the Genesis spell available before bein' able t' enter the class, says I! 'Tis only natural their powers would stem from such a beginnin'.

Also, the travel aspect o' the Gate spell be always free! Only the Calling function o' Gate be requirin' an XP payment to use.

Look under the Publishers Forums on this very site, under ENWorld GameStore, the Eternity Publishing forum- 'tis where he hangs his hat when not sailin' the seas of imagination. There be people there contributin' ideas and feedback fer upcoming books in that series, and buildin' off o' each others' ideas in the process- there be notions buildin out there to make even Davey Jones himself quake with fright! Upper_Krust mayhaps has just the notions ye need t' help with yer project, methinks- and surely 'tis no harm in askin'! :)
