Platform of Healing

Pg. 85 of the Draconomicon. This thing basically functions as a heal spell at will, though by a semi-fixed position item. However, with a 10ft diameter, one could put this in a portable hole.

Can someone tell me how this item is not broken or is it just another example of poor design by simply applying the pricing guidelines rather than pricing the extremely powerful item?

Really, the Healing Platform was designed to be placed in a dragon's lair. Probably either in a spot open to all or accessible only to the dragon.

Placing it in a portable hole would be really tough, since healing platforms are supposed to be part of the terrain itself.
 


A portable hole is only 6 feet in diameter. A healing platform would not fit inside it.

Also, according to the magic item creation guidelines, a use activated mass heal would cost (9 x 17 x 2,000 gp) 306,000 gp. 76,500 gp (the cost of the item as listed in the draconomicon) is one-fourth of that, presumably because the item is not meant to be moved.

So... It is definitely not a case of poor design due to applying the pricing guidelines.
