I think the core of your idea is interesting, but I would be less generous. Something like this: You can improve your proficiency in any weapon, skill, tool, or saving throw by spending gold and downtime on training, gaining a bonus that cannot exceed your potential proficiency bonus. Basically, spending money this way lets you reach your potential at an earlier level, but doesn't change your maximum bonus. You can acquire proficiency with a weapon, tool or language at the cost of 250gp and 6 months. You cannot acquire proficiency in an adventuring skill or saving throw through training, but you can acquire the listed bonuses. 250 gp + 6 months : +1 500 gp + 12 months : +2 (total) 1000 gp + 2 years : +3 (total) You can halve the time if you spend it in seclusion and intense study. Example 1: Jill the 6th-level fighter loves her magic longsword, and wants to specialize in it a bit. She studies for 6 months and her proficiency bonus for the longsword only increases from +3 to +4. When her base proficiency bonus increases to +4, her bonus with the longsword goes to +5. When her base proficiency finally reaches +6, her bonus with the longsword REMAINS +6. Example 2: Bob the 2nd-level rogue has expertise in Stealth (+4 total bonus) and wants to study it more. Her base proficiency bonus for Stealth only goes up 1 to +3, with the expertise ability her Stealth bonus is now +6. Example 3: Wanda the Wizard is not proficient in Con saves, but is sick of failing concentration checks. By spending 250 gp and 6 months with a fitness instructor, she gains a permanent +1 to her Con save. If she later takes a feat to gain proficiency, then the +1 is applied to her base proficiency bonus with the usual limits. Since the bonus that you're paying for "times out" at high level, I hope that not all players will see it as a good investment and they will also spend their gold on carousing, strongholds, bribery, and lots of other stuff. Anyway, good luck with your game!
