Player wants an OA Naga or "Eel Mermaid"

I have a prospective new player interested in playing an aquatic naga, of sorts; preferably the Oriental Adventures variety with a human upper torso. She would be entering the game as a L3-4 character, so a full-blown naga might be overkill.

I am tempted just to allow the PC as an alternate merfolk with an eel-like tail, but I'd prefer something a bit more exotic (within the World of Greyhawk).

Any suggestions?

Would using a fleshwarper to graft on a kraken's tentacle, as the mermaid's lower torso, would be going a bit too far?

Is she chosing it for the roleplaying reasons, or for the skills/abilities/stats?

If the former - why not just take the merfolk writeup and change what it looks like?
